Ryan White Project

Overview

The Legal Aid Society’s Ryan White Project (RWP) is the only legal services for the Palm Beach County Department of Community Services HIV/AIDS Service Providers program. RWP addresses the legal issues and non-medical social services needs that people face in Palm Beach County who are living with HIV/AIDS.

Who Is Ryan White And What Is The Program About

Ryan White was 13 years old when he was diagnosed with AIDS after a blood transfusion in December 1984. Living in Kokomo, Indiana, doctors gave him six months to live. But, when Ryan tried to return to school, he faced AIDS-related discrimination in his Indiana community. Along with his mother, he rallied for his right to attend school. He gained national attention and became the face of public education about the disease. Ryan lived five (5) years longer than expected. He died in April 1990, one month before his high school graduation. Congress passed the Ryan White Comprehensive AIDS Resources Emergency (CARE) Act in August 1990.

In 1990, the Ryan White HIV/AIDS Program legislation CARE was enacted, which has been amended and reauthorized four times, in 1996, 2000, 2006 and 2009. The changes accommodate new and emerging needs, such as an increased emphasis on funding core medical services and changes in funding formulas. The legislation is divided into several parts to provide a flexible way to address HIV care needs based on geographic areas, population, types of HIV-related services and service needs.

LAS’ RWP provides an interdisciplinary approach to a person with HIV/AIDS. Having the ability to address their legal needs and social services’ needs allows for the continuum of care of those with the disease to improve access to and quality of HIV services.

Who Can Refer/Apply To Legal Aid Society Of Palm Beach County Ryan White Program

A person who has been diagnosed with HIV and is living in Palm Beach County must be referred for services. Call 1-833-PBC-HIV1 to be connected to the Palm Beach County Department of Community Services.
