Program Data and Systems Administrator (Public Guardianship Project)
The Legal Aid Society of Palm Beach County (LASPBC) is a non-profit charitable law firm dedicated to ensuring equal access to the justice system for the low-income, disadvantaged and traditionally underserved residents of Palm Beach County and surrounding areas.
We are currently seeking a strong problem solver to fill the role of Program Data and Systems Administrator, to help maintain accurate and up-to-date, useable information for the Public Guardianship Project (PGP).
JOB SUMMARY
The Program Data and Systems Administrator supports the Public Guardianship Project by managing program internal systems and related data processes. The position is responsible for maintaining data integrity, through accurate and timely data entry, reporting, system documentation, user support, and coordination of technical issues. Working closely with the Program Manager, program leadership, staff, and internal or external technology resources, the Program Data and Systems Administrator helps ensure that program information is secure, current, reliable, and readily available to support client services, operational decision-making, grant and contract requirements, and required reporting.
This role requires specialized computer work, strong organization, time management, sound judgment, analytical and critical thinking, discretion, and a practical, service-oriented approach to problem-solving that is detail-intensive.
Work schedule is as follows: generally, Monday through Friday, 9:00 a.m. – 5:00 p.m. with occasional to regular evening, weekend, and/or holiday work, as needed to support clients effectively.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Promotes and supports the mission, values, and vision of the Legal Aid Society of Palm Beach County.
- Administers the day-to-day operation and maintenance of databases and related data processes used by the Public Guardianship Project.
- Enters, imports, updates, and maintains client case activities (service and outcomes), and other program data accurately and within established timeframes.
- Reviews source documents and electronic records for completeness, accuracy, consistency, and proper authorization; corrects information within established parameters and promptly escalates unresolved discrepancies.
- Performs routine data-quality reviews and reconciliations, identifies missing, duplicate, or inconsistent records, and coordinates corrective action with appropriate staff.
- Generates routine and ad hoc reports, data extracts, and summaries to support program oversight, service delivery, grant or contract compliance, outcome measurement, audits, and operational decision-making.
- Assists program staff and supervisors with gathering, analyzing, interpreting, and communicating data while clearly identifying relevant definitions, assumptions, and limitations.
- Creates and maintains data dictionaries, process maps, standard operating procedures, and related documentation covering the program data lifecycle from client intake through case closure or discharge.
- Develops and maintains standardized data-entry conventions, quality-control procedures, and practical internal controls; recommends improvements to strengthen accuracy, efficiency, and usability.
- Serves as a primary point of contact for program database questions and system issues; troubleshoots, documents, and resolves matters within the scope of the position and escalates complex issues as appropriate.
- Coordinates with program leadership, information technology resources, and vendors regarding approved user access, hardware or software needs, system configuration, testing, upgrades, data migration, and related implementation activities.
- Provides training, guidance, and ongoing support to staff to promote consistent, accurate, secure, and effective use of program systems.
- Protects confidential client, employee, and agency information and follows all applicable privacy, information-security, records-retention, and data-handling requirements.
- Digitizes, organizes, and retrieves source documents or electronic files as needed to support accurate and complete records.
- Participates in staff meetings and as assigned, meetings with community partners, funders, vendors, or other stakeholders.
- Maintains current knowledge of relevant database, data-management, and reporting practices and applies new knowledge as appropriate.

SUPERVISION

MINIMUM REQUIRED QUALIFICATIONS
Education and Experience
- Bachelor’s degree in information systems, data management, business administration, public administration, or a related field, or an equivalent combination of relevant education, training, and experience.
- Two (2) years of experience working with databases, case-management systems, data administration, records management, reporting, or a closely related function.
- Experience supporting data systems in a nonprofit, legal-services, guardianship, human-services, health-care, or government-funded environment, preferred.
- Experience documenting workflows, developing user procedures, training staff, and supporting system implementations or upgrades, preferred.
- Experience preparing reports or data submissions for grants, contracts, audits, compliance reviews, or performance measurement, preferred.
Knowledge, Skills, and Abilities
- Advanced computer skills required, including proficiency with Microsoft 365 applications, such as Outlook, Word, Excel, Access, SQL, Power Query, or comparable database and reporting tools.
- Working knowledge of relational database concepts, including fields, tables, queries, validation rules, user access, reporting, and data-quality controls.
- Strong typing, data-entry, proofreading, and numerical accuracy.
- Sound judgment and critical thinking skills with demonstrated ability to learn and support organization-specific case-management, client-service, or program databases.

This is a grant-funded position. Continued employment is contingent upon the availability of funding and the ongoing needs of the program.

The Elder Law Project Attorney will provide comprehensive legal representation and advocacy to seniors in St. Lucie, Martin, Okeechobee, Indian River, and Palm Beach Counties. This role primarily handles consumer matters, landlord-tenant disputes, and selected estate planning matters. • Ensure the organization’s financial health through transparency, fiscal accountability, and strategic
foresight, by overseeing the annual budget, financial reports and funding compliance.
• Align financial decisions with mission priorities and regulatory requirements.
Fundraising
• Partner closely with the Board of Directors to increase board engagement in fundraising, donor cultivation, advocacy, and community relationship development.
• Build and maintain strong relationships with philanthropic leaders, private foundations, corporations, community organizations, elected officials, and strategic partners to expand organizational visibility and financial sustainability.
• Collaborate with the Development team to establish annual fundraising goals, monitor campaign performance, and evaluate return on investment across all fundraising initiatives.
• Stay abreast of emerging philanthropic trends and innovative funding opportunities that advance the organization’s mission and long-term strategic priorities.
• Represent the organization at donor meetings, fundraising events, community functions, and public engagements to inspire investment in equal access to justice.
• Foster a sustainable fundraising culture in which philanthropy is viewed as a shared organization responsibility supporting long-term mission success.
Community Relations
• Lead outreach efforts to increase the organization’s visibility and strengthen its reputation.
• Serve as the main spokesperson and trusted ambassador for the organization, by being a compelling voice for justice, elevating critical issues through public speaking engagements, advocacy, and media relations to advance civil justice initiatives.
• Serve as primary liaison with the judiciary, and local bar associations, including presenting at bar association functions.
• Foster and maintain collaborative relationships with funders, and community stakeholders.
• Strategically place key staff members in community roles to increase the depth of the organization’s
community support and transformative power by building bridges across sectors.

Directly manages Director and Chief level positions of the Leadership Team.
POSITION RELATIONSHIPS
The position requires regular contact with external and internal stakeholders, such as donors and Board of Directors. Frequently collaborates with the Leadership Team, including the Deputy Director. This role is supervised by and reports directly to the Board of Directors.
MINIMUM REQUIREMENTS
Education and Experience
• Doctor of Jurisprudence (J.D.) from an A.B.A. accredited law school.
• Member in good standing and licensee of The Florida Bar (or eligible for admission).
• 15 years of legal advocacy experience, with at least five (5) years in poverty law or civil legal services and substantial litigation experience.
• Five (5) years of progressively responsible leadership experience, ideally within non-profit, legal services, or public interest sectors.
• Experience managing complex organizations with multiple program areas and funding sources.
• Proven executive leadership experience, including demonstrated success securing philanthropic investments within a nonprofit organization.
Knowledge, Skills, and Abilities
• Knowledge of substantive poverty law areas (housing, family law, public benefits, consumer, etc.).
• Understanding of nonprofit governance, grant management, and compliance requirements.
• Cultural competency and ability to work effectively with diverse staff, clients, and stakeholders.
• Strong strategic planning, organizational development, and financial management skills.
• Strong problem-solving and decision-making skills with ability to exercise sound judgment.
• Strong organizational and time management skills with ability to manage multiple priorities.

WORK ENVIRONMENT AND PHYSICAL REQUIREMENTS

Salary Range:
Competitive salary of $200,000 to $225,000 per year, depending on qualifications.

• Vacation leave earnings equal 2.4 weeks per year (beginning the first of the month after 30 days of employment) and increases to 3 weeks per year after two years of employment.
